Should I buy a $19,000 house with no plumbing or electricity?

Should I buy a $19,000 house with no plumbing or electricity and build a out house and put solar panel/wind tribune electricity and a pool all in the back yard? Do you think anyone would say anything if I keep the place nice and tidy? It has a garage so I could hide the out house. But how can I fix a pool for a green water system? How can I get water? btw this house would be $150,000 with regular plumbing and electricity?
